Police Officer Saklain Dismissed from Service Due to Affair with Pori Moni

Additional Superintendent of Police Ghulam Saklain has lost his job due to his immoral relationship with popular and controversial actress Pori Moni.

On June 13, a report signed by Deputy Secretary Rokeya Parveen Jui from the Discipline-2 Branch of the Ministry of Home Affairs recommended his compulsory retirement.

At the time of his relationship with Pori Moni, Saklain was in charge of the ADC of Gulshan Division of the Dhaka Metropolitan Police (DB). He was initially transferred to Public Order Management (POM) after his affair with Pori Moni came to light. Later he was transferred as Additional Superintendent of Police at Jhenaidah Inservice Training Centre.

According to the report of the disciplinary branch, Police Officer Saklain met the actress Pori Moni by chance and started a relationship. Following this, Saklain started spending nights regularly at Pori Moni’s house.

A mobile forensic report shows evidence that Saklain stayed at Pori Moni’s house at different times (day and night). According to CDR analysis of his phone provided by the LIC branch of the police department from July 4, 2021, to August 4, 2021, he stayed at Nayika Pori Moni’s residence at various times. A review of the forensic report of actress Pori Moni’s mobile phone (seized as evidence by the CID) shows that messages exchanged between her and Saklain (from July 29, 2021, to August 3, 2021) on Pori Moni’s Facebook ID and Golam Saklain’s WhatsApp numbers were indicative of an immoral love affair, rather than a relationship based on general acquaintance or professional needs.

According to the report, forensic analysis of CCTV footage of Pori Moni’s movements from 6 am to 3 pm on August 2, 2021, at the Rajarbagh Madhumati Police Officers Quarters, along with witness statements, indicated that Saklain’s absence on August 1 was preplanned and known to his wife. In this situation, actress Pori Moni went to her official residence in Rajarbagh and stayed there for about 17 hours, leaving home at 1:30 pm on August 2.

The issue of his relationship with actress Pori Moni received widespread coverage in various online and print media, television, and social media platforms, leading to negative reactions and criticisms in the public sphere. Saklain, a responsible officer of the Bangladesh Police, developed an extremely close relationship with actress Pori Moni outside of his official duties.

Despite being married and a father of one child, Saklain engaged in an extramarital affair with Pori Moni, celebrating birthdays together and spending time at his official residence in the absence of his wife, which tarnished the government’s image. A departmental case was filed against him on these charges.

After reviewing the investigation report and other relevant information, the accused officer was found guilty under rule 3(b) of the Government Servants (Disciplinary and Appeal) Rules, 2018, as per sub-rule 3(d) of rule 4 of the same rules. A second show-cause notice was issued regarding why he should not be dismissed from service as a penalty.

Saklain, in response to the second show-cause notice, sought relief from liability in the dismissal suit.

The investigation report of Saklain’s departmental case, witness depositions, the accused’s defense written responses, oral statements, and other documents were reviewed in detail. As the response to the second ground was not considered satisfactory in the overall review, Ghulam Saklain was charged with misconduct under rule 3(b) of the Government Servants (Discipline and Appeal) Rules, 2018, under sub-rule 3(b) of rule 4. An initial decision of compulsory retirement from service was taken as a penalty.

The application concluded by stating that since the allegation of misconduct was proven under rule 3(b) of the Government Servants (Discipline and Appeal) Rules, 2018, as per sub-rule 3(b) of rule 4 of the same rules, he is to be dismissed from service as a punishment for ‘Gurdanda’. Instructions were requested regarding the penalty of compulsory retirement.
